seems a resistor in 1k to 2k range at R20 basically did the trick. Still battling with many issues getting disks to boot. Some do, but most dont!

I have 2 working 610 boards, each with different types of capacitors installed. One board the R20 is 18K, the other had to be modified to 12K. I think the capacitor construction and tolerance are the difference.
