Floppy Motor Power Circuit on Klyball Data Separator

I have a Klyball C1P 600 board and 610 board and Klyball data separator board (marked "Klyball D-13 Ver 2.0 HE-3-V0") and they are working fine with 3.5" floppies.

The motor control circuit has some support for powering down the drives when they are inactive. Does anyone know how this is configured? It is similar to, but different from, a circuit in a Sept 1986 PEEK magazine article.

There are two one-shot timers that can control the floppy motor on signal, but the inputs are connected to header pins marked IO2-VMA and /ACS. Do these need to be connected to something on the 600 or 610 boards?
